Who it’s for
Built for housing authorities, PHAs, and landlords.
Public housing agencies, HCV programs, and landlords with assisted units need inspectors who live in checklist-based HUD housing standards every week.
That’s the work: on-site HQS and NSPIRE inspections, plus readiness consulting — pass/fail where HQS applies, documented for your program.
- Public housing agencies and housing authorities
- Landlords and managers with voucher / assisted units
- Programs that need documented HQS and NSPIRE inspection results
HQS
Housing Quality Standards inspections.
HQS inspections check whether a voucher unit meets HUD habitability requirements used by many HCV programs. ATK performs those inspections on site.
When the walk is done, you have a clear pass or fail. Failures include a plain reason maintenance or the owner can act on. When required, Form HUD-52580 / 52580-A is completed from what was observed on site.
- On-site HQS inspection
- Clear pass or fail
- Form HUD-52580 / 52580-A when required
- Plain reasons when a unit fails
NSPIRE
NSPIRE inspections and protocol support.
NSPIRE — HUD’s National Standards for the Physical Inspection of Real Estate — is the standards framework many agencies are moving toward. ATK offers NSPIRE inspections, protocol support, and readiness consulting for PHAs, agencies, and landlords. The PHA or program decides final action from those results.
Results are documented from conditions observed on site. Where your program still uses HQS/HCV forms alongside NSPIRE standards, say so when you book — we follow the protocol you specify.
- On-site NSPIRE inspections under applicable PHA / program rules
- Findings by defect severity against the standards for your engagement
- Documented deficiencies with enough detail to act
- Coordination with your agency’s required forms and reporting path
Systems
Familiar with the software agencies already use.
Field and office work often lands in agency systems. ATK is familiar with Yardi and Emphasys — useful when coordinating schedules, unit lists, and inspection records with PHA workflows.
Consulting
Get ahead of the official date.
Most fails repeat the same issues — life-safety, utilities, egress, surfaces, and unfinished repairs. Readiness consulting walks units before the official inspection so crews fix the right items first.
Consulting does not replace the official agency inspection or guarantee a pass. Pass/fail for HCV is the PHA’s call.
- Walkthroughs before the official date
- Likely fails and fix order
- Field-realistic expectations for owners and crews

Do you do NSPIRE inspections in Dayton?
Yes. ATK Inspections does NSPIRE mock inspections, pre-inspections and readiness checks for PHAs, HUD multifamily owners and voucher landlords in Dayton and Southwest Ohio, alongside HQS inspections.
What is the difference between HQS and NSPIRE?
HQS is the older voucher inspection standard. NSPIRE is HUD's current standard for public housing and multifamily, and housing authorities must use it for voucher units (NSPIRE-V) by February 1, 2027 under Notice PIH 2026-18.
Is NSPIRE scored?
Public housing and multifamily properties get a 0-100 NSPIRE score. Voucher units under NSPIRE-V remain pass/fail.
Are you affiliated with HUD or a housing authority?
No. ATK is an independent inspector. The official inspection and decision stay with HUD or your housing authority.
What is NSPIRE?
NSPIRE is HUD’s National Standards for the Physical Inspection of Real Estate — the standards framework many agencies are moving toward for physical inspections of HUD housing. ATK offers NSPIRE inspections, protocol support, and readiness consulting under applicable PHA / program rules.
What’s the difference between HQS and NSPIRE?
HQS is the longstanding Housing Quality Standards framework used in HCV / PHA inspections. NSPIRE is HUD’s newer National Standards for the Physical Inspection of Real Estate. Many programs are moving toward NSPIRE; timing and forms vary by PHA. ATK supports both.
Do you offer NSPIRE inspections, protocol, or readiness consulting?
Yes — ATK offers NSPIRE inspections, NSPIRE protocol support, and readiness consulting for PHAs, agencies, and landlords, alongside HQS work. NSPIRE work follows current HUD NSPIRE standards and local PHA requirements.
Who should request a housing authority inspection?
Public housing agencies, PHAs, and landlords or property managers with Housing Choice Voucher units that need documented HQS and NSPIRE inspection results, or help getting units ready before the official date.
What do I receive after the visit?
For HQS: a clear pass or fail with reasons you can act on, and Form HUD-52580 / 52580-A when required. For NSPIRE: findings documented from the visit. Pass/fail for HCV remains the PHA’s call.
How is consulting different from the official inspection?
Consulting is a readiness walk before the official date. It surfaces likely fails and a fix order. It does not replace the official housing authority inspection on the agency calendar, and it does not guarantee a pass.
