NSPIRE and HQS inspections for landlords and PHAs
ATK Inspections works for landlords, property managers, public housing agencies (PHAs) and other housing agencies that need units checked against HUD's physical standards: NSPIRE (24 CFR 5.703) and, until a PHA switches, HQS as previously defined. ATK is based in Dayton, Ohio. Work outside Southwest Ohio is considered case by case when travel makes sense; ask first.

This is not a homebuyer service. ATK does not inspect houses for purchase.
When NSPIRE applies to voucher units: HUD extended the NSPIRE compliance date for the HCV, PBV and Moderate Rehabilitation programs to February 1, 2027 (90 FR 46911; Notice PIH 2026-18). Until then a PHA may keep using “HQS as previously defined” or switch to NSPIRE earlier. Public housing and HUD multifamily have been inspected under NSPIRE since 2023. Ask your PHA which standard it uses today — it should be in the Administrative Plan.
1. Mock NSPIRE inspection, on site by arrangement
ATK walks the property in person, unit, inside and outside areas as defined in 24 CFR 5.703, and documents deficiencies the way an NSPIRE inspector would categorize them. For public housing and multifamily, this helps you find items that would cost points before HUD's inspection; for voucher units, items that would fail. ATK cannot predict your official score.

2. PHA contract inspections
Under 24 CFR 5.705(b)(2) the PHA is responsible for HCV and PBV inspections, and many PHAs contract the field work out. ATK can perform the PHA's initial, periodic (24 CFR 982.405), complaint and re-inspections under the PHA's chosen standard (HQS as previously defined or NSPIRE) and the PHA's forms and software. The PHA keeps the pass/fail decision and enforcement. PHA-owned units must be inspected by an independent entity (24 CFR 5.705(b)(2)); ATK can be that entity where the PHA and HUD rules allow.

ATK Inspections (ATK Enterprises, Dayton, Ohio) is an independent inspector. A mock inspection does not guarantee a pass; the official inspection and decision stay with HUD or your housing authority. ATK does not do lead-based paint inspections or risk assessments — use a certified lead professional for those. ATK does not do homebuyer inspections.
