NSPIRE readiness checks and NSPIRE-V prep, based on HUD's published NSPIRE standards

For landlords and property managers whose units are in the Housing Choice Voucher or Project-Based Voucher program.

Your housing authority is moving to HUD's NSPIRE standards. We check your unit against those standards first, so you hear about problems from us and not from a surprise on inspection day.

What you get

A readiness check: we look at your voucher unit before your housing authority does, using HUD's published NSPIRE standards. You leave knowing what to fix before inspection day.

What it covers

The unit, plus the common areas and exterior areas that serve it. That matches the areas HUD says voucher inspections cover (Notice PIH 2026-18, section VI). The ten standards below are the ones to start with.

Why now

HUD's Notice PIH 2026-18 says housing authorities must use NSPIRE standards for Housing Choice Voucher and Project-Based Voucher inspections from February 1, 2027.

NSPIRE-V for HCV landlords

NSPIRE-V is the voucher version of NSPIRE. Voucher units stay pass/fail, but the standards, severity levels and repair times change: life-threatening items within 24 hours, other deficiencies within 30 days or a PHA-approved extension. Smoke and carbon monoxide alarms are the first items to check. Read more: NSPIRE deficiencies & LT items, NSPIRE scoring, Ohio NSPIRE checklist, mock inspections for owners and PHAs, HQS vs NSPIRE.

What it is not

It does not replace your housing authority's inspection. It does not promise any result. Your housing authority decides.

Where

Dayton, OH and Montgomery, Greene, Miami, Warren and Butler counties.

10 things from HUD's NSPIRE checklist

  1. Smoke Alarm. Missing where required, blocked, or silent when tested?
  2. Carbon Monoxide. Alarm missing, blocked, or silent when tested?
  3. Electrical - Conductor, Outlet, and Switch. Exposed wire, damaged outlet or switch, or a three-prong outlet not properly wired or grounded?
  4. Electrical - GFCI/AFCI. Does each test or reset button work? Any unprotected outlet within six feet of a water source?
  5. Heating (HVAC). Unvented gas, oil or kerosene space heater? Between October 1 and March 31, does the permanent heat source work?
  6. Water Heater. Relief valve leaking or blocked? Discharge pipe capped, sloped upward, or made of the wrong material?
  7. Clothes Dryer Exhaust Ventilation. Duct detached, missing, unsuitable material, or restricted? Outside vent cover missing?
  8. Handrail and Guardrail. Any missing or loose?
  9. Egress. Exit blocked? Bedroom window on the third floor or below blocked so it cannot be used to get out?
  10. Potential Lead-Based Paint Hazards - Visual Assessment. In a pre-1978 building, is paint peeling or deteriorated?

This list is short on purpose. It is not the full HUD standard, and it does not predict a rating. Source: HUD NSPIRE HCV/PBV Inspection Checklist.

Questions

Does it replace my housing authority's inspection?

No. Your housing authority still inspects.

Can you tell me how my unit will be rated?

No. Nobody can promise an inspection result, including us. A readiness check does not promise any result.

How soon do problems have to be fixed?

Under HUD's notice (Notice PIH 2026-18), life-threatening deficiencies must be corrected within 24 hours after the owner is notified of the inspection results. Severe and moderate deficiencies must be corrected within 30 days, or within a time extension the housing authority approves.
